[PHP-users 28801] IIS5.0、WindowsServer2000でPHPをインストールできません

イソザキといいます。
以前も同様の内容で投稿しましたが、
IIS5.0、WindowsServer2000でPHPをインストールすることができません。

・http://www.php.net/downloads.phpより"PHP 5.1.2 zip package"をダウンロード
して解凍し"c:\php"に配置
・環境変数pathに"c:\php"を追加
・php5ts.dll　ファイルを　C:\winnt\system32 フォルダにコピー。
・"php.ini-recomended"を"php.ini"リネームしてc:\windowsに配置
・拡張子"php"、実行ファイル"c:\php\php-cgi.exe %s %s"でアプリケーションマッピ
ング設定

以上の設定で動かすと、

というエラーが出て実行できません。
"PHP 4.4.2 zip package"でためしてもだめでした。
ご存知の方教えていただけないでしょうか？
