あー、やっぱりコンパイル段階での問題なのかな。
ちなみに手元では
Configure Command =>  './configure' '--with-apxs=/usr/local/apache/bin/apxs'
'--enable-mbstring' '--with-gd' '--with-zlib' '--with-jpeg-dir=/usr/lib'
'--with-pgsql=/usr/local/pgsql' '--with-openssl'
でした。
