PHP4.2.0RC2のソースに含まれているphp.ini-recommendedの
mbstring設定をそのままアンコメントしただけです。

[mbstring]
mbstring.internal_encoding = EUC-JP
mbstring.http_input = auto
mbstring.http_output = SJIS
mbstring.detect_order = auto
mbstring.substitute_character = none;

その他としては、

・allow_call_time_pass_reference = On
・output_handler = mb_output_handler

の2カ所を編集しています。

以下のような感じです。
